On June 11, 2025, in Hanoi, the Department of E-commerce and Digital Economy (Ministry of Industry and Trade) and the Vietnam Investment and Development Bank (BIDV) held a signing ceremony for a Memorandum of Understanding, marking an important step in promoting the development of e-commerce in Vietnam.
The signing ceremony was attended by Ms. Le Hoang Oanh, Director of the Department of E-commerce and Digital Economy; Mr. Tran Long, Deputy General Director of BIDV; and Mr. Nguyen Lam Thanh, representative of TikTok Vietnam. In addition, the event was attended by key officials from specialized departments of the Department of E-commerce and Digital Economy, as well as representatives from BIDV's business units, corporate customer division, and digital banking division.
In the context of Vietnam's rapidly developing e-commerce market, especially with the increasing entry of small and medium-sized enterprises (SMEs) into this sector, the cooperation agreement between the two entities not only contributes to perfecting a modern and efficient e-commerce ecosystem but also opens up many opportunities for businesses to leverage digital financial solutions to enhance their competitiveness and expand their business operations domestically and internationally.
According to a report by Google, Temasek, and Bain & Company, the value of Vietnam's e-commerce market is expected to increase to $52 billion by 2025, making Vietnam one of the fastest-growing e-commerce markets in Southeast Asia.
With a shared vision of building a modern e-commerce ecosystem along with superior banking solutions to support business development, the Center for E-commerce and Digital Technology Development (eComDX), under the Department of E-commerce and Digital Economy, and the Wholesale Product Policy Department of BIDV Bank have signed a "Memorandum of Understanding on Cooperation in E-commerce Development," officially making the two units comprehensive partners for long-term, sustainable cooperation in supporting Vietnamese businesses to develop e-commerce.

Speaking at the ceremony, Mr. Tran Long, Deputy General Director of BIDV Bank, shared that BIDV is committed to continuing to leverage its strengths in providing smart, safe, and efficient financial services. The combination of three key elements: banking, technology, and e-commerce will create a solid foundation for the development of the digital economy in Vietnam.
Echoing the sentiments of the BIDV representative, Ms. Le Hoang Oanh, Director of the Department of E-commerce and Digital Economy (Ministry of Industry and Trade), highly appreciated the cooperation between the eComDX Center and BIDV, and emphasized the role of banks in promoting digital payment solutions closely linked to practical e-commerce activities.

Director Le Hoang Oanh stated that in the coming period, the Department of E-commerce and Digital Economy will continue to closely cooperate with BIDV to pilot digital payment models in traditional markets, supporting small and medium-sized enterprises and traders in gradually accessing and applying digital technology to their daily business operations. In addition to implementing technical solutions, the two sides will collaborate on organizing many practical programs such as conferences, seminars, and specialized training courses on digital transformation, green transformation, and electronic payments, aiming to contribute to raising awareness, capacity, and operational efficiency for the business community nationwide.
Sharing more about the specific direction of cooperation between the two sides, Mr. Nguyen Huu Tuan, Director of eComDX Center, said that eComDX and BIDV share a common vision in building a sustainable e-commerce ecosystem linked to the practical development of the digital economy. Both sides are also focusing on implementing many management policies suitable to the development trends of e-commerce, combined with practical digital technology solutions, and accompanying training programs to enhance digital capabilities for businesses and households. The cooperation with BIDV will contribute to strengthening and spreading these efforts more widely within the business community.
Mr. Tuan emphasized that the Memorandum of Understanding between the two entities will focus on five key areas of cooperation, which are fundamental and have the potential to create a direct impact: Firstly, promoting digital payments, a key factor for seamless, secure, and convenient e-commerce operation. Secondly, developing financial packages and providing capital support for e-commerce businesses, especially small and medium-sized enterprises and individual entrepreneurs. Thirdly, both sides will jointly promote the expansion of business and small business participation in e-commerce through technical support and guidance on accessing digital platforms. In addition, they will coordinate the organization of thematic events, conferences, and workshops on digital transformation and e-commerce to share knowledge, experience, and disseminate best practices. Finally, a new and very important focus is working with BIDV to promote ESG practices in e-commerce, a step demonstrating responsibility and a commitment to sustainable development in the digital business environment.
Through this strategic collaboration, the eComDX Center (Department of E-commerce and Digital Economy - Ministry of Industry and Trade) and BIDV will jointly implement comprehensive support solutions for businesses, from finance to digital transformation. The partnership between the two parties will not only contribute to the sustainable development of e-commerce but also play a crucial role in achieving the national goals of digital transformation and digital economic development in Vietnam.
