On the afternoon of July 10th, in Hanoi, the Vietnam Youth Entrepreneurship Support Center (SYS Vietnam), the Center for E-commerce and Digital Technology Development (eComDX) – Department of E-commerce and Digital Economy (Ministry of Industry and Trade), and the Vietnam Association of Youth with Disabilities signed a cooperation agreement to implement a training program, job support, and digital economy entrepreneurship program for people with disabilities.
This activity concretizes the spirit of Resolution 57 on applying science and technology to people's lives and Resolution 68 on developing the private economy into an important driving force of the Vietnamese economy.
Equal opportunities to "work, be recognized, and contribute"
The collaborative program is implemented within the framework of the "Enhancing Digital Business Capabilities for 20 Million Vietnamese Youth" project initiated by SYS Vietnam, TikTok Vietnam, and Nhan Dan Newspaper. For people with disabilities, this is not only an opportunity to access knowledge but also a gateway to affirming their role in modern society. The digital environment, if properly guided, is where people with disabilities can learn a trade, work, and become self-reliant in their livelihoods on an equal footing.
The signing ceremony marks a new development in the application of technology to social support, creating opportunities for people with disabilities – especially young people with disabilities – to access business skills, develop careers, and create stable livelihoods in the digital environment. According to the agreement, the three organizations will collaborate to organize a series of training sessions, provide learning resources, connect a community of creators, and support the development of suitable product distribution channels through digital platforms such as TikTok Shop, livestream sales, affiliate marketing, etc.

At the event, representatives from all parties agreed that promoting the application of digital technology and enhancing digital skills for the disabled community is essential, given the numerous barriers they still face in accessing information, education, and career opportunities. Mr. Nguyen Phan Huy Khoi, Director of SYS Vietnam, emphasized that people with disabilities not only need but also deserve opportunities to learn, work, and live by their own abilities. Mr. Khoi affirmed: “People with disabilities need opportunities – opportunities to learn, to work, and to live by their own labor. By partnering with the Association of Disabled Youth and eComDX, we aim to realize the spirit of Resolution 57 and Resolution 68 of the Politburo through concrete and practical actions every day.”
Connecting three resources: the state, businesses, and social organizations.
This cooperation agreement between SYS Vietnam, eComDX, and the Vietnam Association of Youth with Disabilities establishes a tripartite cooperation model: the state, businesses, and social organizations. In this model, training courses in digital skills, e-commerce, and modern business thinking will be specifically designed to suit the accessibility and practical conditions of people with disabilities.

Speaking at the signing ceremony, Mr. Bui Huy Hoang, Deputy Director of the Center for E-commerce and Digital Technology Development (eComDX), Department of E-commerce and Digital Economy, said that adding people with disabilities to the program's beneficiary network not only brings sustainable social value but also creates further impetus for society in applying e-commerce in today's modern environment.
According to Mr. Hoang, technology platforms, e-commerce ecosystems, and training programs contribute to connecting people with disabilities with businesses and markets. The ultimate goal is not only to equip them with new skills, but also to give people with disabilities more motivation and willpower to start their own businesses.
Mr. Hoang believes that equipping people with digital skills will contribute to diversification in the digital content and e-commerce sectors – especially models like TikTok Shop and affiliate marketing – where people with disabilities can participate equally. At the same time, their presence will help make the digital economic ecosystem more inclusive, rich, and humane, with unique perspectives and special contributions.
In addition to training, support activities will be implemented throughout, ranging from advising on building suitable business models, guiding access to capital, markets, and technology, to communication to raise social awareness and honor outstanding startup models in the disability community – as a way to spread the positive values of hard work in life.
Speaking at the event, Mr. Pham Van Thanh, President of the Vietnam Association of Youth with Disabilities, expressed his emotion and stated that most people with disabilities do not seek pity but rather recognition and empowerment. Mr. Thanh shared, “We want to contribute, to live meaningful lives. To have a profession, a livelihood, and the opportunity to be in control of our lives – that is the aspiration of millions of people with disabilities in Vietnam.”

According to statistics, there are currently over 6.2 million people with disabilities nationwide, but the majority of them have never had the opportunity to receive vocational training, access technology, or support for starting a business. Mr. Thanh believes that cooperation with SYS Vietnam and eComDX will open up new avenues of access, bringing the aspirations of people with disabilities closer to reality, gradually building a self-reliant community of people with disabilities and deeply integrating them into the digital economy.

The signing ceremony also marked the launch of the first series of specialized training courses specifically for people with disabilities participating in the digital skills development program.
At the event, leading experts in e-commerce, digital media, and technology shared practical and up-to-date knowledge to equip participants with the skills to create content and operate businesses effectively on digital platforms.
The training program focuses on key skills such as: building a personal content channel, selecting products suitable for affiliate marketing, applying artificial intelligence (AI) in short video production, organizing live sales streams, and using data analytics tools to optimize communication effectiveness and revenue. In addition, participants will be guided on how to define their personal value, build a brand, tell their life story as a strategy to connect emotionally with customers, and develop a sustainable career in the digital environment.
TikToker Chuyen Xe Lan has inspired people with disabilities to feel more confident appearing on sales channels.
The program content also covers ethical principles in the use of AI tools and updates on TikTok's operating policies – including standards for commercial content, product review processes, and legitimate monetization mechanisms such as TikTok Shop, affiliate marketing, and livestreaming. This helps students not only become familiar with the technology but also understand the legal framework and community standards when operating on the digital platform.
Specifically, the program is designed using a hybrid model combining theory and practice. Students are divided into groups, develop scripts, film videos, and experiment with livestreaming right in a real studio. The practical sessions include direct feedback and critiques from instructors, helping students gradually improve their skills and master the tools in their digital transformation journey.
The collaboration between SYS Vietnam, eComDX, and the Vietnam Association of Youth with Disabilities is not just a memorandum of understanding, but the beginning of a long-term commitment to opening new opportunities for the disability community. With the support of technology and a humanitarian spirit, the program is expected to contribute to building a just and harmonious society.
The program "Enhancing Digital Business Capabilities for 20 Million Vietnamese Youth," launched in 2022, has so far trained nearly 8,000 young people through online classes and field training. In the context of digital transformation being identified by the Government as a new growth driver, establishing a specialized training model for vulnerable groups such as people with disabilities is a necessary step to increase inclusive access to technology and to form a diverse, humane, and sustainable e-commerce and digital content ecosystem. |
