The Center for E-commerce Development and Digital Technology (eComDX), under the Vietnam E-commerce and Digital Economy Agency (iDEA) – Ministry of Industry and Trade (MOIT), is the designated unit in charge of operating the National E-Contract Development Platform. Serving as the technical and professional focal point, eComDX provides specialized consulting solutions to help businesses fulfill requirements and complete licensing dossiers to become a Certified E-Contract Service Provider (CeCA) in accordance with the law.
Licensing Requirements Consulting: Evaluating a business’s actual capacity based on personnel, financial, and technical criteria as stipulated in Decree No. 52/2013/ND-CP and Decree No. 85/2021/ND-CP.
Technical Solution Development Support: Consulting on system design to ensure integrity, security, and non-repudiation for e-contracts; providing guidance on successful connection and integration with the National E-Contract Development Platform (CeCA.gov.vn).
Professional Dossier Completion: Assisting in the drafting of Operational Schemes, Service Provision Regulations, and standardized technical operation processes for submission to the Ministry of Industry and Trade for approval.
System Testing and Evaluation: Supporting the review and testing of storage features, timestamping, and digital signatures to ensure compliance with current regulations on electronic transactions.
