Following the success of e-commerce training conferences in the city, on October 9, 2026, the Hue City Department of Industry and Trade, in coordination with the Center for E-commerce Development (E-commerce Department, Ministry of Industry and Trade), organized a conference to disseminate legal regulations on e-commerce and implement e-commerce activities at the commune level in Hue City.

Overview of the Conference
The conference was attended by Mr. Phan Hung Son - Deputy Director of the Department of Industry and Trade of Hue City; Mr. Nguyen Huu Tuan - Director of the Center for E-commerce Development (eComDX), along with representatives from departments, agencies, People's Committees of communes and wards, the Market Management Sub-department, associations, businesses, cooperatives, business households operating in the field of e-commerce, and e-commerce students from the University of Economics, Hue University.

This is the third time in 2026 that the Hue City Department of Industry and Trade, in collaboration with eComDX, has organized training conferences on e-commerce for state management officials, associations, businesses, cooperatives, and students and young entrepreneurs in the city.
Emphasizing the purpose of the training conferences, Mr. Phan Hung Son - Deputy Director of the Department of Industry and Trade of Hue City, said that promoting e-commerce training not only contributes to improving the digital workforce and promoting digital transformation in the city's commercial activities, but also expands the market, supports businesses, cooperatives, business households and production facilities in promoting and selling products, especially characteristic products, OCOP products and local products.
The e-commerce market is rapidly shifting towards professionalization.
Presenting at the conference on an overview of e-commerce in the world and Vietnam; development trends of e-commerce; regulations of the Law on E-commerce and Decree No. 248/2026/ND-CP, Mr. Nguyen Huu Tuan - Director of eComDX - said that in the first six months of the year, the Vietnamese e-commerce market continued to maintain strong growth momentum. Accordingly, total sales reached VND 291.6 trillion, an increase of 44.11%, showing that the growth rate of e-commerce is significantly higher than the growth rate of retail.

In terms of market share by revenue, Shopee holds 54.5%, with a revenue growth of 15.0%; TikTok Shop holds 43.4%, with a revenue growth of 27.0%. These two platforms combined account for 97.9% of the market share, while Lazada and Tiki have shrunk, their combined market share now only 2.1%, ending the "three-way" structure.
Another noteworthy point is that the Shop Mall group contributed 34.2% of total revenue, despite accounting for only 2.79% of the stores, but experiencing a growth rate of 54%. In the grocery and food sector, sales reached VND 19.55 trillion, a growth of 151.08%. " These figures show that the market is strongly shifting towards professionalization, focusing revenue on reputable retailers and product categories with consistent consumer demand ," Mr. Tuan assessed.

Also at the Conference, the Director of eComDX provided specific guidance on Criterion 7.3 - Effective Implementation of E-commerce Activities, part of the National Criteria for New Rural Communes in the 2026-2030 period. This included clarifying the concept, target audience, and evaluation methods; and guiding localities to focus on building an e-commerce ecosystem, enhancing digital skills for businesses, directly distributing products through digital platforms, optimizing logistics, and ensuring transparent traceability.

Ms. Tran Quynh Trang - eComDX
Continuing from Criterion 7.3, Ms. Tran Quynh Trang - eComDX shared insights on social commerce and brand building on platforms through short-form content creation. She offered suggestions on how to operate TikTok channels for communes, wards, and businesses in Hue to promote and introduce local products and support product consumption in the digital environment. According to Ms. Trang, channel development needs to be consistent, maintaining a posting schedule of 3-5 videos per week, while regularly monitoring views, watch-through rates, and engagement to understand audience preferences. Content should also be flexible, updating with new music trends, hashtags, and formats while still maintaining a distinct brand identity.
Ms. Trang introduced a formula for creating short videos, helping local businesses create structured content that attracts viewers and encourages purchases. She also presented effective expansion methods such as TikTok Ads, livestream sales, and collaborations with KOLs/micro-influencers.
