On the afternoon of May 30th, the Party Branch Congress of the Department of E-commerce and Digital Economy was successfully held. Attending and directing the Congress were Comrade Phan Van Ban, Member of the Standing Committee, Deputy Secretary in charge, and Head of the Party Committee's Inspection Committee of the Ministry of Industry and Trade; Comrade Tran Thi Tu Anh, Deputy Chief of the Party Committee Office of the Ministry of Industry and Trade; and Comrade Ha Mai Anh, Officer of the Propaganda and Mass Mobilization Department of the Party Committee of the Ministry of Industry and Trade, and member of the Congress Steering Committee No. 2.
Achievements and lessons learned during the 2020-2025 term.
The Party Cell of the Department of E-commerce and Digital Economy is a grassroots Party cell directly under the Party Committee of the Ministry of Industry and Trade. During the 2020-2025 term, the Party Cell of the Department of E-commerce and Digital Economy consistently received close attention and guidance from the Party Committee of the Ministry of Industry and Trade regarding the implementation of Central Committee resolutions on Party building and socio-economic development. The Party Cell has united and worked together wholeheartedly to implement the Party's guidelines and policies, the State's laws and regulations, and the directives of the higher-level Party Committee, ensuring the successful completion of assigned tasks.

The Party members in the Party branch are competent, professionally qualified, possess good moral character, are responsible and enthusiastic about their assigned tasks, and have a spirit of solidarity and mutual support for development. Each Party member in the branch is assigned to perform tasks in different areas, thus requiring both proactiveness, independence, and creativity in their work, as well as cooperation, coordination, and mutual assistance to successfully complete their tasks.
In his opening remarks at the Congress, Comrade Le Hoang Oanh, Secretary of the Party Branch and Director of the Department of E-commerce and Digital Economy, emphasized that the Congress of the Party Branch of the Department of E-commerce and Digital Economy for the 2025-2030 term is taking place in the atmosphere of the entire Party and people competing to achieve accomplishments to welcome the 14th National Congress of the Communist Party of Vietnam.

Comrade Le Hoang Oanh, Party Branch Secretary and Director of the Department of E-commerce and Digital Economy, delivered the opening speech at the Congress.
“During the past term, the entire Party Branch has united and strived to successfully complete the assigned political tasks. The Party Committee has always been proactive and creative in leading, directing, and effectively implementing Directive 05 on studying and following the ideology, ethics, and style of Ho Chi Minh, and Resolutions and Conclusions of the Central Committee 4 of the 12th and 13th terms on Party building and rectification. These results have made a significant contribution to the success of the Party Branch and are the foundation for organizing this Congress ,” Comrade Le Hoang Oanh affirmed.
The political report at the Congress also clearly stated: During the 2020-2025 term, the Party Branch developed solutions to implement the Resolution of the Party Branch Congress and the contents of the Directives and Resolutions of the higher-level Party Committee. The Party Branch successfully implemented programs and plans on training, fostering, and enhancing the capacity and fighting strength of the Party for cadres and Party members; and the work of inspection, supervision, and evaluation of Party member quality. The work of managing and developing Party members has encouraged young cadres with great energy and dedication, motivating them to strive and grow.
During the 2020-2025 term, the Party Branch of the Department of E-commerce and Digital Economy developed solutions to implement the Resolution of the Party Branch Congress and the contents of the Directives and Resolutions of the higher-level Party Committee.
The activities of the Party branch and mass organizations have been flexibly adjusted to suit the actual situation, identifying the key content of programs and plans closely linked to their functions and tasks to ensure more synchronized and effective operation.
Furthermore, the report frankly acknowledges the difficulties that need to be overcome. Specifically, some Party members have not fully played their role in criticism and self-criticism; they have not been bold and active in contributing opinions during Party branch meetings. The main reason stems from the fact that some Party members have not fully understood their personal responsibility in conducting criticism and self-criticism, lack self-awareness, and have not clearly demonstrated a sense of commitment and responsibility to the collective. Some even still have a hesitant attitude and are not ready to express their personal views before the Party branch, leading to less than desired effectiveness in the meetings.
Determination and direction for the 2025-2030 term
At the Congress, reports on educational, political, and ideological work, as well as issues related to the functions and duties of the Department of E-commerce and Digital Economy, were also presented.
Speaking at the Congress, Comrade Nguyen Van Thanh, Head of the Policy Department, Department of E-commerce and Digital Economy, emphasized three strategic tasks linked to the unit's specific functions. The focus is on leading the development of the E-commerce Law – an urgent task aimed at perfecting the legal framework in a rapidly developing market that also harbors many risks.

Comrade Nguyen Van Thanh, Head of the Policy Department, E-commerce and Digital Economy Bureau, participated in the discussion at the Congress.
Comrade Thanh proposed that the Party branch strengthen its role in guiding ideology, promoting collective intelligence, ensuring that policies are feasible, and avoiding overlaps during implementation.
Comrade Thanh also emphasized the pioneering role of the Department in promoting digital initiatives such as "Vietnamese Platform", "Go Online", "EcomDx"... helping businesses access e-commerce safely and effectively, while encouraging officials and Party members to apply new technologies such as AI and blockchain in managing and supporting businesses.
Participating in the discussion at the Congress on the topic of studying and following the ideology, ethics, and style of Ho Chi Minh, Comrade Tran Thi Hong Van, Deputy Head of the E-commerce Management Department, emphasized that this is a key objective for 2024, and the Party branch requires Party members to consciously study, train, and cultivate themselves.

“Based on that, the Party Branch of the Department continues to lead and direct the organization of Party Branch activities linked to the theme 'Studying and following the thoughts, ethics, and style of Ho Chi Minh' on a regular basis. Key contents include: organizing concentrated study sessions with the participation of specialized lecturers; widely disseminating information to all Party members and the masses; holding collective Party Branch meetings to improve effectiveness; innovating the content and form of Party Branch meetings to ensure educational, leadership, and combat effectiveness; seriously implementing self-criticism and criticism; strengthening ideological and political education, and fostering revolutionary ideals for each Party member, especially Party Committee members ,” Comrade Tran Thi Hong Van emphasized.
Delivering a guiding speech at the Congress, Comrade Phan Van Ban, Deputy Secretary of the Party Committee of the Ministry of Industry and Trade, affirmed that the Party Branch of the Department of E-commerce and Digital Economy is one of the branches with very high unity and cohesion, and has many outstanding activities. During the past term, despite many difficulties, the Party Branch has strived for unity and cohesion and successfully completed the tasks assigned by the Ministry, both in professional work and Party building.
In addition, Comrade Phan Van Ban also emphasized that the 2025-2030 term will face many major challenges both domestically and internationally.

“In this context, the sector needs to mobilize all resources to proactively advise and report to the Politburo, the Secretariat, and the Government, and promptly propose effective response solutions. In addition, the implementation of Resolution No. 18 on streamlining the organizational structure and improving operational efficiency is creating considerable pressure on units within the Ministry, including the Department of E-commerce and Digital Economy,” Comrade Phan Van Ban stated at the Congress.
In addition, Comrade Phan Van Ban also suggested that the Party Branch of the Department of E-commerce and Digital Economy focus on 5 issues in the new term: (1) Strengthen political and ideological education, thoroughly understand and strictly implement the resolutions of the Central Committee, the Government, and the Party Committee of the Ministry; (2) Closely follow the guidance of the Party and the Ministry, promote the spirit of responsibility, solidarity, and exemplary conduct among all cadres and party members; (3) Do a good job in personnel work: planning, training, arranging, and appointing in accordance with the requirements of new tasks; innovate party branch activities, ensure quality, and avoid formalism; (4) Seriously carry out the work of Party organization and discipline; (5) Strengthen the management and development of party members, especially in enterprises and public service units that are still limited.
Through the Congress Resolution, the entire Congress unanimously agreed on the overall objective of the Party Branch of the Department of E-commerce and Digital Economy for the next term: “To be decisive in directing, leading, and managing; to clearly define individual responsibilities, especially those of the head; to uphold a spirit of responsibility, dedication, and devotion to work; to match words with actions; to avoid ideological, political, moral, and lifestyle degradation; to prevent ‘self-evolution’ and ‘self-transformation’ within the organization; to promote the pioneering and exemplary role of cadres and Party members; and to excellently fulfill political tasks and Party building work for the 2025-2030 term.”

The congress elected five comrades to the Executive Committee of the Party Branch of the Department of Trade and Digital Economy for the term 2025-2030.
The Party cell aims to complete 100% of the work plans and programs assigned by the Ministry of Industry and Trade; to effectively lead the implementation of state management functions in e-commerce, digital transformation, and digital economic development. In particular, the Party cell focuses on developing a team of qualified and capable cadres, recruiting at least 5 new Party members each year. The percentage of Party members completing their tasks well reaches 100%, with 15-20% achieving outstanding performance. The Trade Union and Youth Union strive to maintain their strong performance and make positive contributions to the comprehensive development of the unit.
The delegates attending the Congress elected five comrades to the Executive Committee of the Party Branch of the Department of E-commerce and Digital Economy for the term 2025-2030. These comrades possess the necessary qualities and leadership capabilities to effectively implement the Resolution of the Party Branch Congress of the Department of E-commerce and Digital Economy and the Resolution of the Party Congress of the Ministry of Industry and Trade for the term 2025-2030. Comrade Le Hoang Oanh was re-elected as Secretary of the Party Branch for a new term. |
