Strengthening high-quality human resources: perfecting the legal framework and strategy for sustainable e-commerce

The 2025 Lecturer Training Program, with the central theme "Human Resources for Sustainable E-commerce," was successfully held at the Foreign Trade University. The event was attended by state management agencies, the Vietnam E-commerce Association (VECOM), and experts and lecturers from various training institutions, affirming the commitment to implementing comprehensive solutions in policy, law, and training to meet the national digital economy development goals. This program is the result of collaborative efforts.


A high-quality faculty plays a crucial role in training human resources capable of meeting the sustainable development requirements of e-commerce and the digital economy in Vietnam. Recognizing this importance, the program has focused on strategic orientation and updating the legal framework for its faculty.

At the event, leading experts from the Ministry of Industry and Trade (Department of E-commerce and Digital Economy), representatives from the Vietnam E-commerce Association (Vice President), and representatives from the Foreign Trade University presented practical content. The speeches emphasized the crucial role of lecturers and high-quality human resources in the context of digital economic development, while also identifying the necessity of building a comprehensive and sustainable national e-commerce strategy, officially inaugurating a series of in-depth discussions.

The first discussion session focused on the understanding and implementation of the National E-commerce Development Master Plan for the period 2026-2030. Representatives from the Department of E-commerce and Digital Economy, Ministry of Industry and Trade, presented the major objectives, emphasizing solutions related to human resources, cross-border e-commerce, and green e-commerce. Experts participated in the discussion, clarifying the current state of e-commerce development, business trends, and digital technologies, while also assessing the feasibility of objectives related to human resource training. This session also highlighted the need to disseminate this Master Plan to universities and students to guide career choices and attract high-quality human resources.

Following the strategic section, the second session shifted its focus to perfecting the legal framework, concentrating on the need to enact a Law on E-commerce to replace the current decrees. The rapid development of e-commerce has led to issues such as imbalances between localities, increased environmental impact, and inadequate consumer rights, creating an urgent need for a more robust legal framework. The Director of the Department of E-commerce and Digital Economy, Ministry of Industry and Trade, directly presented this content, emphasizing the role of the E-commerce Law in promoting sustainable development, managing green e-commerce, and cross-border e-commerce. The seminar also discussed the issue of e-commerce law training at universities, ensuring that students are equipped with legal knowledge consistent with the new draft law.

Expanding on the legal perspective, Session 3 focused on e-commerce-related laws, affirming the interdisciplinary nature of this field. E-commerce is closely linked to laws on personal data protection, digital transformation, tax management, and cybersecurity. Representatives from specialized agencies and legal departments shared information on key legal documents, helping lecturers identify regulations that directly affect digital business operations. The seminar emphasized the importance of interdisciplinary legal training in the coming period, discussed the scope that e-commerce law should cover in universities, and clarified the necessity of synchronizing laws to avoid overlaps between regulatory documents.

Finally, Session 4 focused on e-commerce training cooperation at universities, acknowledging the positive results from the formation and operation of the Network of E-commerce Training Institutions (VecomNet). Representatives from VECOM and representatives from member universities jointly assessed the impact of past cooperation activities, including lecturer training, Unitour, and the Digital Business Competition. Discussions also aimed at improving the Network's operating regulations and information exchange mechanisms, and proposing new activities to further enhance training quality and strengthen the connection between universities and businesses.

 

The 2025 Trainer Training Program has successfully concluded, laying a solid foundation for the implementation of the Government's strategic goals on developing high-quality human resources. The legal and strategic orientations shared at the program will serve as an important basis for training institutions to adjust their curricula, contributing effectively to the country's sustainable e-commerce goals in the coming period.
