On November 4, 2025, in Hanoi, the Department of E-commerce and Digital Economy (Ministry of Industry and Trade) will collaborate with the University of Electrical Engineering to organize a training conference on "Enhancing the Capacity for Application and Development of E-commerce". The conference is being held against the backdrop of Vietnam's rapidly developing e-commerce sector, which plays an increasingly important role in the digital economy and the national digital transformation process.
The conference aims to update information, share experiences, and enhance the capacity of managers, lecturers, students, businesses, and individuals currently involved in or interested in participating in e-commerce activities; thereby contributing to the implementation of goals and tasks regarding the development of e-commerce human resources as directed by the Ministry of Industry and Trade in the 2025-2030 period.
According to specialized reports and forecasts, Vietnam's e-commerce market has maintained a high growth rate in recent years, ranking among the fastest-growing e-commerce markets in the world. The size of the e-commerce market in 2024 is estimated at approximately US$25 billion and is projected to increase to approximately US$35 billion in 2025, accounting for nearly 10% of the total retail sales of goods and consumer services nationwide.
With the increasing number of online shoppers and continuously rising average spending, e-commerce is expected to continue to be an important distribution channel, contributing to boosting domestic consumption, expanding the market for domestic products, and enhancing the competitiveness of businesses.
However, along with the rapid development of the market, e-commerce also poses many new demands on management, technology, logistics, and legal compliance, with human resources being identified as one of the key factors.
In practice, a segment of small and medium-sized enterprises (SMEs) and individual business owners still face difficulties in organizing and managing online stores, implementing digital marketing, e-commerce logistics, and complying with legal regulations when participating in e-commerce. The lack of professional and digital skills, as well as the disparity in capabilities between regions, are challenges to the sustainable development of e-commerce.
In this context, the training conference "Enhancing the Application and Development of E-commerce" is expected to focus on providing a comprehensive overview of the e-commerce market, updating on new development trends, and improving practical skills relevant to the real-world needs of businesses and e-commerce professionals.
According to the organizational plan, the conference will dedicate time to exchanging and discussing prominent trends in e-commerce in the coming period. In particular, mobile e-commerce is predicted to continue to account for a large share; artificial intelligence (AI) will be increasingly applied in data analysis, personalizing shopping experiences, and optimizing operations.

One of the key topics of the conference is expected to be the update on new legal regulations related to e-commerce activities. Specifically, Decree No. 117/2025/ND-CP on tax policy for business activities on digital platforms, effective from July 1, 2025, will be introduced to help organizations and individuals understand their obligations and responsibilities when participating in online business.
In addition, the conference is expected to provide information on the draft Law on E-commerce currently under development, with more specific regulations for market participants, especially livestreaming sales and affiliate marketing. The dissemination and raising of legal awareness is expected to contribute to minimizing risks and enhancing the transparency and professionalism of the e-commerce market.
The training conference was organized within the framework of implementing the tasks of the National E-commerce Development Master Plan for the period 2026–2030. According to the orientation, developing e-commerce human resources is identified as one of the important pillars for building a sustainable and comprehensive e-commerce market.
The target set for 2030 is that approximately 60% of higher education and vocational training institutions will develop training programs related to e-commerce; and at the same time, provide skills training for at least 1 million people, including managers, business owners, workers, and individual entrepreneurs. This conference is expected to contribute to concretizing these goals through training, exchange, and sharing of experiences.
According to the plan, the conference will not only focus on theoretical content but also emphasize practical skills related to current e-commerce activities. Livestream selling is expected to be introduced as a rapidly growing business model, requiring participants to possess comprehensive skills ranging from content creation, communication, problem-solving, to compliance with legal regulations.
In addition, the application of artificial intelligence in e-commerce is also expected to be discussed as a solution to help small businesses and individual entrepreneurs improve efficiency, save costs, and optimize operations.
